College football only exists for me after 1999, I didn't watch NCAA until college. Fortunate for me, the pretty mack brown era in the 90s was apparently not fun.
Texas was about as good then as it is now in my opinion. Nebraska, Colorado, Kansas, Kansas State (all Big 8 schools), Texas, Texas AM (SWC schools) where all top 15 at the end of 1995 (before the Big 12 started in 1996). Since then the only school to consistently stay "relevant", to use your word, as been Texas. The difference now is your competition has gotten weaker and now Oklahoma is just about it. Now its all about the ESPN SEC.
