Uh, no, actually ID Software did. These guys helped propel the mod market though, letting you alter and make your own maps and shit. Remember, Wolfenstein allowed modding, and was around before this.

Rise of the Triad was based on the Wolfenstein 3D engine, but wasn't released until the year after Doom came out.

so, it was based on id's pre-Doom engine, but not released until after Doom.
